Every fee on a market is fixed when it opens. The creator fee can be claimed at any time.
The owner sets the protocol and liquidity fees, up to 10% each, for markets opened after the change. A market that is already open keeps the fees it opened with, so no market can ever charge more than the 20% total cap.
